The first Vietnam Digital Infrastructure Development Forum 2025 was organized with the theme “Robust Digital Infrastructure – The Foundation for Mastering Strategic Technologies,” co-hosted by the Vietnam Internet Association (VIA) and other partnering units.
As the world enters an era of explosive growth in strategic technologies such as AI, IoT, Big Data, Cloud, Blockchain, semiconductors, 5G, and 6G, Vietnam has identified a robust digital infrastructure as a prerequisite for exploiting and mastering these technologies. The event aims to connect management agencies, businesses, and domestic and international experts to jointly promote the development of a modern digital infrastructure—a crucial foundation for digital transformation across key sectors like finance, industry, transport, energy, healthcare, education, agriculture, and public services.
According to Mr. Vu Hoang Lien, Chairman of the VIA, as of 2025, Vietnam has over 80 million internet users, with the IPv6 deployment rate surpassing 60%, placing Vietnam second in the ASEAN region and ninth globally. The cloud computing market in Vietnam reached nearly VND 19.375 trillion (equivalent to US$775 million) in 2024, projected to rise to US$1.24 billion in 2025 and double by 2029.
Moreover, data center capacity is undergoing strong development, projected to increase from 45 MW in 2024 to 525 MW in 2025 and nearly 1,000 MW by 2030. Revenue from colocation services is also expected to reach US$1.4 billion by 2030. These impressive figures confirm Vietnam’s rapid progress but also highlight considerable challenges, including investment resources, green standards, cybersecurity, and data sovereignty.
In his presentation at the Forum, Mr. Nguyen Quoc Khanh, Deputy Head of Technology at VNPT Group, stated that in recent years, VNPT has pioneered the construction, development, and mastery of digital infrastructure based on core technologies such as 5G, Artificial Intelligence (AI), Internet of Things (IoT), Big Data, Cloud, and Blockchain.
Mr. Vladimir Kangin, CEO of IPTP Networks, with 29 years of experience in digital infrastructure across 37 countries, shared that world-class AI infrastructure requires real-time, efficient, and strategic connectivity. New technologies like AI are reshaping global demand. AI is not just a trend but a core driver of global socio-economic development. With its power in data analysis, prediction, and providing optimal solutions, AI is a priority area in the national development strategy, with supporting policies being deployed for research, technology development, and digital infrastructure construction.
World-class AI infrastructure currently requires stringent standards for real-time, efficient, and strategic connections. However, to ensure “safety” in the AI era, the IPTP CEO suggested that Vietnam needs to learn from international experience and practical strategies to strengthen its digital foundation, optimize data centers, and become the next AI hub of ASEAN.
Discussing the key topic of digital infrastructure and core technology platforms, Mr. Nguyen Huy, Head of Technology at the National Data Association, suggested that when designing the national data architecture, entities need to pay attention to security control to ensure the safety of national digital platforms.
Prof. Ho Tu Bao (Vietnam Institute for Advanced Study in Mathematics) analyzed that digital infrastructure must be built synchronously on three pillars: Technique, Data, and Application. Technical infrastructure is currently the best-deployed segment. Data infrastructure has progressed with national data centers and sectoral databases but still faces challenges regarding architecture. Meanwhile, the application infrastructure remains weak, lacks a connection to core technologies, and has no depth. Prof. Ho Tu Bao emphasized the need to finalize a transparent legal framework, clearly define data architecture, and move towards building a master national digital architecture; simultaneously ensuring cybersecurity and developing a highly skilled expert team to master the technology.
The Forum also recorded numerous opinions from the business community. A representative from VNPT affirmed the pioneering direction in developing digital infrastructure based on 5G, Cloud, IoT, AI, Data, and Blockchain. A representative from CMC Telecom shared insights on proactive defense with AI in a multi-platform era. Several international corporations shared experiences in building AI infrastructure, proposed strategies for Vietnam to become the new AI center of ASEAN, introduced 6GHz WiFi solutions to narrow the digital divide, and analyzed data security requirements in large-scale data centers.
Experts affirmed that digital infrastructure is the core foundation for Vietnam to make a breakthrough in the new technology era. With the determination of the Government and the partnership of academia and businesses, Vietnam aims to become a digital nation and a center for innovation in the region. Besides technological needs, high-quality human resources are a crucial requirement for developing Vietnam’s data industry and data economy.
Ms. Nguyen Thi Ngoc Dung, Chief of Office of the Vietnam National Data Association, stated that the Law on Data and the Law on Personal Data Protection (2025) recently passed by the National Assembly are strategic steps, demonstrating the vision to turn data into national power. In the coming time, the Vietnam National Data Association will focus on standardizing the national data architecture through the announcement of a Strategic Data Framework and a Set of Data Assessment Criteria; while simultaneously promoting the development of platform technologies mastered by Vietnamese people through investment programs from a fund to form the data industry.
